I like hwinfo64 that gives max and min readings Is this something new or all you ever got from it ? Then whats the temps ? is the cpu getting so hot it throttles all the way back to protect it ? What motherboard do you have to go check its manual on that ? Wonder if it turned off / disabled in the bios ?

With that cpu used you also need to be sure your bios is 3.6 or newer I guess you could try to clear cmos and with that reset the motherboards bios bact to default to see if a setting got changed by mistake Sure don't look right even yopr min is stuck at 3.5 ? at idle it should drop way down to a low power state
